The Dalian Youth Public Welfare Development Promotion Association (abbreviated as DLYCA, Chinese abbreviation YCCDL) was officially registered and established in July 2013. It is a 3A-grade social organization, supervised by the Dalian Committee of the Communist Youth League of China and registered with the Dalian Civil Affairs Bureau. As a UNFCCC-accredited observer organization, DLYCA represents Chinese youth voices in global climate governance while driving grassroots environmental action at home. We operate across four core pillars: climate action, youth development, community service, and global exchange.
With over 3,000 registered changemakers and partnerships spanning government agencies, schools, businesses, and international organizations, DLYCA has become one of Dalian's most dynamic and impactful youth service platforms.

Abide by the Constitution, laws, regulations, and national policies; uphold the core socialist values; and observe social ethics and moral standards. Under the guidance of Party building, unite and rally the public welfare efforts of young people, promote the changemaker spirit of "dedication, fraternity, mutual assistance, and progress," and deepen engagement in climate action, youth care, community service, and cultural heritage. Advance the professionalization and internationalization of youth public welfare, serve the residents of Dalian, support urban grassroots governance, and contribute youth power to the revitalization of Dalian and the progress of social civilization.
Strengthening the organization through Party building, empowering public welfare with Party spirit
The Association has established a Party branch with a sound organizational structure. We strictly implement the "Three Meetings and One Lesson" system, hold regular themed Party Day activities, and continuously enhance the cohesion and effectiveness of grassroots Party organizations.
We thoroughly study and implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, conduct regular theoretical learning and thematic education, and guide youth to uphold firm ideals and convictions.
We deeply integrate Party building with public welfare programs, establishing "Party Member Pioneer Posts" in environmental action, community service, and youth care initiatives. Party members play an exemplary and leading role in volunteer service.
Through Party building efforts, we identify and cultivate young talents, creating a development pathway from "Outstanding Volunteer → Party Activist → Probationary Member," continuously infusing fresh energy into the organization's sustainable growth.
Bringing together diverse expertise to guide the Association's development
DLYCA officially registered and established in July, launching its first community service programs in Dalian.
Initiated the flagship beach cleanup program, mobilizing over 500 changemakers in the first year.
Changemaker count surpassed 1,000, with programs expanding to cover all districts of Dalian.
Granted observer status to UNFCCC, beginning youth delegation to international climate conferences.
Formalized the four core program areas: environment, youth development, community service, and global exchange.
Registered changemaker base exceeded 3,000, with cumulative beneficiaries surpassing 100,000.
Launched bilingual digital platform and expanded international partnerships across Asia-Pacific.
